There are several questions I want to ask in reference to your-testimony, and then I shall turn you over to the rest of the committee. I am interested in what you have said in reference to the location of the roads upon which Federal money shall be expended. As I understand you, you believe in expending that upon a limited system of roads? Mr. Macdonald. Yes, sir. The Chairman. And not on the general proposition of farm-tomarket roads everywhere? Mr. Macdonald. I do not make a distinction between the farmto-market roads and the State system of roads. We are getting our widest distribution of Federal aid in those States which have improved the most miles of road. We have a wider distribution, for instance, in New York State, with 8,000 miles of improved highways, than in Illinois, which has only a small mileage of improved roads. The most important roads within a State will be improved first, and they will serve both farm and market and State and county and interstate needs. After all, it is simply a matter of common honesty, this matter of road selection. If the road commissioners of a county will specify the most important road within the county honestly, that becomes a part of the most important road within a State, and if that isspecified honestly that will undoubtedly become a part of an interstate system of roads. That is shown very clearly by this map, on which the State road systems of some of the Eastern States are laid out. Exhibiting map.
